Position Overview

The Office of Audit, Risk & Compliance (OARC) provides leadership and university -wide services that strengthen accountability, mitigate significant risks, investigate and resolve allegations, and reduce the consequences of non-compliance with federal and state laws. Reporting to the Associate Vice Chancellor Integrity & Compliance/ Chief Compliance Officer, the Deputy Chief Compliance Officer (DCCO) contributes to the leadership of the university's institutional compliance and ethics program and provides programmatic oversight to the research-focused regulatory compliance areas. These areas include export compliance, conflict of interest and commitment, research integrity, and data security and privacy. These include programs to manage privacy risks and export control compliance for both campuses and the research integrity and conflict of interest (CIO) programs for the KU Medical Center.

The DCCO must possess a broad knowledge of research-related regulations to support the responsible and ethical conduct of research and ensure compliance with key federal and state laws and regulations, as well as university policies. The DCCO works closely with research units on all campuses to identify, prioritize and remediate research compliance risks.

Job Description

50%- Institutional Compliance Leadership:
  • Lead the university’s institutional compliance and ethics program as it relates to research-related risks; inform best practices and identify program priorities to assess and enhance the effectiveness and efficiency of university research compliance processes and respond to changes in the law.
  • In coordination with the CCO, work collaboratively with compliance partners and with all levels of university management to coordinate risk, compliance, and ethics activities, accomplish program objectives, and facilitate mitigation of identified risks.
  • Develop an annual research compliance work plan that reflects the University’s unique characteristics, needs, and risks.
  • Identify compliance gaps and propose corrective actions.
  • Implement and oversee a monitoring program in coordination with university research partners to gain assurance of research-related compliance across high-risk compliance areas. Perform and oversee compliance reviews and cultural surveys, as appropriate.
  • Provide guidance, advice, and training and educational programs to KU faculty, staff, and students to improve the university’s understanding of compliance-related laws and regulatory requirements.
  • Oversee, develop, and execute effective marketing and awareness campaigns to promote the research compliance program and to encourage reporting of suspected non-compliance.
25%- Support of Regulatory Compliance Program areas:
  • Provide general guidance and support to research-related compliance program areas to ensure effective policies, education, assessments, prevention strategies, and corrective measures are in place to comply with the laws, regulatory requirements, and ethical standards of each program.
15%- Leadership and Stakeholder Engagement:
  • Assist the CCO in preparing reports and presentations for the Executive Institutional Risk Committee. Provide presentations to university leadership and the EIRC at the direction of the CCO.
  • Monitor the regulatory landscape within higher education compliance and ethics and continuously expand subject-matter expertise.
  • Participate in relevant compliance and ethics organizations, including attending meetings and conferences, participating in work groups, engaging in speaking opportunities, or performing other related activities.
  • Evaluate emerging compliance trends and make recommendations to the CCO for implementing best practices to support the continuous improvement of the university’s program.
  • Support the university’s mission of fostering an environment of diversity, equity, inclusion and belonging.
10%- All other duties as assigned by the CCO.

Required Qualifications

  1. A Master's Degree and five (5) years of experience in an institution of higher education, research-related discipline, or comparable environment OR a Doctorate Degree and three (3) years of experience in an institution of higher education, research-related discipline, or comparable environment;
  2. Strong communication skills as evidenced in application materials and interview.
  3. Knowledge of compliance-related laws and regulations applicable to a large public research university or academic medical center as outlined in application materials.

Preferred Qualifications

  1. Prior experience supervising others and managing complex programs in a higher education setting;
  2. Strong organizational, communication, strategic planning, and project management skills;
  3. Certified Compliance & Ethics Professional (CCEP) or certification within 12 months of hire.
