State Highway & Transportation Services Manager
Position Overview
The State Highway and Transportation Services Manager is responsible for the content of the instruction, curriculum methodology, the selection of the instructional faculty, certification of student completion, assessment of the program’s effectiveness, and assessment of its contribution to public service. The manager is responsible for the coordination of learning objectives across the AASHTO Leadership development series. The manager is responsible for relationships with the American Association of State Highway and Transportation Officials (AASHTO) staff and the contract provisions between AASHTO and the PMC, including collaboration and coordination of subcontractors. The manager also participates as a curriculum designer and instructor in PMC programs and in contracting for the PMC.
Job Description
80% - Execution and Coordination of AASHTO Leadership Development Series:
• Assess the needs of AASHTO and adjust programming as needed to meet AASHTO objectives.
• Evaluate, engage with, and monitor trends in transportation to further promote excellence and best practices within the field.
• In collaboration with subcontractors, develops learning outcomes and skill sets to be addressed through training. Track, monitor, and assess learning.
• Oversees the development of curriculum delivered both in terms of content and learning methodologies across the AASHTO Leadership Development Series.
• Execute the Executive Institute (Washington, DC) and the Leadership Institute (Lawrence, KS) including coordination of hotels, food, audiovisual, curricular flow, contracting, assessment, and recruitment.
• In collaboration with the PMC Associate Director, and Senior Transportation Consultant, recruits professionals who deliver programming. Evaluates professionals in the delivery of the programming.
• Designs assessment mechanisms to evaluate the accomplishment of student learning outcomes and overall program learning.
• Teaches content within the Leadership Development Series as appropriate and based on leadership and management expertise.
• In collaboration with the PMC Associate Director, the State Highway and Transportation Services Manager:
o Coordinates marketing strategy to maximize program enrollment.
o Ensures the fiscal health of the program from a cost and revenue perspective.
o Ensures excellent client service to AASHTO and the subcontractor team.
10% -- Public Management Center Contracting
• Performs contracting services including coordination with KU General Counsel, completion of fee-for-service master agreements, and routing through the signature process.
10% -- Program Expansion and Instruction in Other PMC Programs
• In collaboration with other PMC program leaders, design curriculum and teach in additional PMC programs.
• Identify opportunities for growth within the transportation market both inside and outside of AASHTO contract.

Position Requirements
This position requires travel and intense periods of instruction. Funding for the position is based on the award of the AASHTO Leadership Series contract that is up for renewal in 2025.
Required Qualifications
- Masters’ degree in a discipline relevant to leadership, management, or public service from an accredited institution
- At least five years’ experience in program coordination, program delivery, or curricular design/assessment.
- Demonstrated ability to work effectively with diverse populations as evidenced by application materials and interview process.
Preferred Qualifications
- Experience with CRM systems.
- Experience within the Transportation marketplace.
- Experience with providing educational or training services on contract.
- Experience working with subcontractors on program execution and coordination.
- Certification/qualification in assessment tools such as Myers-Briggs, EQi, Strengths Deployment Inventory, Emergenetics, or other such assessment instruments.
