Open Records Program Coordinator

Position Overview

The University of Kansas Open Records Coordinator manages the University’s compliance with the Kansas Open Records Act (KORA). This position provides guidance and expertise to University constituents concerning all aspects of the KORA process for the University of Kansas Lawrence and all reporting campus locations, the KU Edwards Campus and KU Medical Center. This position reports to an Associate General Counsel. The successful incumbent will have experience in working with sensitive/confidential information in a timeline driven environment where organizational skills are critical.

Job Description

70% Performs all aspects of the University’s KORA request and response process;
  1. Promptly intakes, logs, calendars, reviews, tracks, and responds to records request within all statutory deadlines. Evaluates requests to determine if clarification or narrowing of scope is needed;
  2. Collaborates with all University units and departments to gather documents in response to KORA requests and provides unit liaisons guidance with record collection questions and time management;
  3. Determines and prepares cost estimates and prepares written communication to the requester in a timely manner. Manages receipt of payments and assists with the processing of deposits generated by open records requests;
  4. Compiles, reviews, and releases public records from various University units and departments after payment is received. Coordinates with assigned attorney on complex matter to ensure that responses comply with legal requirements;
  5. Conducts research and analysis on various KORA topics including the application of exemptions;
  6. Redacts or exempts confidential information from public records where protected by federal or state law;15% Provides guidance, education, and consultation to University constituents and stakeholders regarding compliance with state and federal public records regulations;

5% Evaluates and maintains statistical data and trends necessary for annual reporting;

5% Facilitates and participates in the development and execution of University policy and objectives concerning public records;

5% Performs miscellaneous job-related duties as assigned.

Position Requirements

  1. Knowledge of state and federal laws concerning the management and disclosure of public records;
  2. Knowledge and skill in interpreting, applying, and explaining applicable processes, laws, rules, and regulations;
  3. Ability to use independent judgment and manage confidential information;
  4. Strong attention to detail, organization, and time-management;
  5. Ability to track and consistently meet deadlines;
  6. Skilled in prioritizing and completing multiple tasks of varying complexity and urgency in a timely and efficient manner;
  7. Ability to work independently and as part of a team;
  8. Exemplary communication skills;

  10. Ability to cultivate collaborative relationships throughout the University.

Required Qualifications

  1. Bachelor’s degree and a minimum of five years of administrative experience in a law firm, office, higher education, or government entity;
  2. Exemplary written and verbal communication skills as demonstrated by application materials and/or previous work history;
  3. Experience in a high-volume office with competing deadlines; and
  4. Ability to work as part of a team and collaborate with various levels of staff, faculty, and administrative leaders.

Preferred Qualifications

  1. Policy management experience in developing, maintaining and/or cataloging information;
  2. Three years of experience in public records management;
  3. Experience in maintaining and updating websites and related materials;
  4. Experience working as a litigation assistant/paralegal; and
  5. Experience working in higher education and/or public affairs.
