The Title IX/EEO Investigator for the Office of Civil Rights and Title IX (OCR) will assist the University of Kansas in achieving its goals of providing an open, diverse and inclusive learning and working environment by conducting prompt, thorough, and objective investigations.

This position is responsible for managing the day-to-day responsibilities associated with the University's non-discrimination investigations with a particular emphasis on investigating alleged cases of harassment, discrimination, sexual misconduct, and sexual violence. The incumbent will work closely with the University's Student Affairs Office, KU Student Housing, the General Counsel, and Human Resources Management to conduct investigations of complaints related to the University’s Discrimination Complaint Resolution Process and anti-discrimination policies involving students, employees and members of the public.

The Title IX/EEO Investigator is also tasked with developing and implementing training modules relative to the University’s, federal and state anti-harassment and non-discrimination laws, regulations, policies, and procedures.

Job Description

Investigation and Reporting: 70%
  1. Receives and conducts informal and formal investigations of complaints against students, faculty, and staff, asserting violations of the University of Kansas Non-Discrimination Policy and/or the Sexual Harassment Policy. Evaluates complaints, develops investigation plans, conducts interviews, identifies and collects relevant information, analyzes evidence and data, applies policy, and prepares a detailed written investigative findings report based on a preponderance of the evidence.
  2. Assures compliance with timelines, acts as an impartial party, maintains a high level of confidentiality and discretion, and ensures a prompt, fair and neutral process for all parties.
  3. Provides supportive and protective measures, guidance, and assistance to complainants and respondents.
  4. Updates the electronic complaint database throughout the investigation process.
  5. Works closely with the OCR Director/Title IX Coordinator, Deputy Title IX Coordinators, Student Affairs, the Office of the General Counsel, and Human Resource Management to take the appropriate corrective action to violations of University policy.
Training and Development of Best Practices: 20%
  1. Develops, coordinates with other departments, and/or implements ongoing training, consultation, and technical assistance on issues related to Title VI, Title VII, Title IX, and VAWA for students, faculty, and staff.
  2. Builds and disseminates educational materials that inform members of the campus community about the responsibilities of the OCR, as well as anti-harassment and non-discrimination laws.
  3. Provides comprehensive trainings and guidance to search committees and other staff regarding laws, regulations, policies, and procedures for equal employment opportunity, harassment, discrimination, and other areas as directed to ensure fair and equitable recruitment and selection process.

Required Qualifications

  1. Bachelor’s degree from a four-year college or university in in Human Resources, Public Administration, or a field directly related to the major responsibilities of the position or a Juris Doctorate.
  2. Minimum of 2 years of experience conducting prompt, thorough, and equitable investigations regarding allegations of harassment, discrimination, sexual misconduct, and sexual violence or equivalent legal experience.
  3. Experience handling confidential information with tact, discretion, and sensitivity.

Preferred Qualifications

  1. Master’s degree or Juris Doctorate,
  2. Experience investigating harassment, discrimination, sexual misconduct, and sexual violence complaints in a higher education setting,
  3. Knowledge of current state and federal laws and regulations, best practices, and trends in the field of education related to discrimination, harassment, and retaliation that violate Title VI, Title VII, Title IX, VAWA, and the ADA.
  4. Experience designing and conducting trainings/professional development opportunities related to anti-harassment and non-discrimination, Title IX and VAWA in various formats (online, in-person, web-ex).
  5. Experience working with individuals from traditionally underrepresented groups representing a wide range of diverse backgrounds.
